David is a qualified Town Planner and Lawyer with over 25 years experience at senior levels in local government and private practice (planning and law). He is a Corporate Member of the Planning Institute of Australia (PIA) and a Certified Practicing Planner. Together with Sue Francis, David joined City Plan Services in 2008 as Executive Director of Planning. He offers extensive experience and expertise in strategic and statutory planning, due diligence and strategic development advice, the management and assessment of major developments and expert evidence in Court matters.
